What the process looks like
- Utah issues an entry level learner permit from age 15, and the holding period before a first driver license depends on age: 6 months at 16 or 17, no holding period at 18 provided an approved driver education course is finished, and 90 days at 19 and older unless that course is completed.
- Applicants aged 15 to 18 must complete 40 hours of practice driving, including 10 hours after sunset, certified by a parent or legal guardian. Applicants 19 and older who skip driver education must complete the same 40 hours.
- The person in the front passenger seat must be a licensed parent, legal guardian, approved driving instructor, or a licensed adult 21 or older carrying evidence of authorization from the parent or legal guardian.
- An approved driver education course is required before licensing for applicants aged 15 to 18. At 19 and older it becomes optional, and completing it waives the 90 day permit holding period.
You can take two written knowledge tests in one day. The test fee covers up to three attempts within 12 months, and after three failures you pay another fee for three more attempts.

How many questions are on the Utah driver's license knowledge test?
First time applicants take a closed book 50 question test. Drivers who already held a license in another state or country take a shorter open book 25 question version. Both counts come from the Driver License Division's written knowledge test page, checked on 27 August 2026.
What score do you need to pass the Utah knowledge test?
The Utah Driver Handbook sets a single standard for the written knowledge test: you must pass with 80% or better. That works out to 40 of 50 questions on the standard closed book test and 20 of 25 on the open book version.
What happens if you fail the Utah written test?
You can take two written knowledge tests in one day. Your test fee covers up to three attempts within 12 months, and after three failed attempts you pay another fee to get three more.
