What the process looks like
- Maryland's Rookie Driver program moves through a learner's permit, a provisional license, and a full license, and the MVA sets the minimum permit age at 15 years and 9 months.
- Before a provisional license, teens need certified driver education (30 hours classroom, 6 hours behind the wheel) plus 60 hours of supervised practice driving, including at least 10 hours at night.
- For the first 151 days on a provisional license, a teen cannot carry any passenger under 18 besides immediate family unless a qualified supervising driver is also in the car, and driving is restricted between midnight and 5 a.m. without one.
- A provisional license holder needs an 18 month clean driving record, with no moving violations or probation before judgment, before the MVA will issue a full unrestricted license.
The MVA does not charge a separate fee just to take the knowledge test; the cost comes from the permit or license issuance itself.
If you fail on your first try, you can retest as soon as the next business day if an appointment is open. After two or more failed attempts, the MVA requires at least a 7 calendar day wait before you can try again.

How many questions are on the Maryland MVA knowledge test?
25. The MVA's own knowledge test page lists 25 questions for a Class C, Class M, or moped permit, and says you must score 88 percent or higher to pass. Class A and Class B tests are shorter at 20 questions. Verified against Maryland MVA on 27 August 2026.
What score do I need to pass the Maryland permit test?
You need at least 22 of the 25 questions correct, an 88 percent score, which is stricter than the 80 percent minimum most other states use.
How much does the Maryland knowledge test cost?
Nothing. The MVA states there is no fee for taking a knowledge test, and that the cost sits with issuing the permit or license instead. You get 20 minutes to finish, and a passing score stays valid for a maximum of six months.
What happens if I fail the Maryland knowledge test?
You can retest as early as the next business day after a first failure if an appointment is available. After two or more failures, the MVA makes you wait at least 7 calendar days before your next attempt.
