West Virginia sets an odd pass mark and polices the exam with software. The Driver's Licensing Handbook puts the knowledge examination at 25 questions and requires 19 correct, which is 76 percent rather than the 70 or 80 nearly every other state uses, so six misses passes and a seventh does not. The handbook also warns that the test is timed and that any question left unanswered counts as incorrect, which makes an educated guess strictly better than a blank. The WV DMV runs the whole thing from home through KnowToDrive, an online exam supervised by facial recognition and other safeguards rather than by a clerk at a counter, though the certificate it produces is not permission to drive and the paperwork still has to be finished at a DMV location. Failures are rationed by statute: an applicant 18 or older gets no more than two attempts inside any 90 day period, and nobody who fails can be tested again within one week.

What the process looks like.

West Virginia's Level 1 instruction permit is available from age 15 up to just under 18, and it must be held for 180 consecutive conviction free days, with a 50 hour supervised driving log including 10 hours at night, before moving to Level 2.
A Level 2 intermediate license carries a curfew of 10 p.m. to 5 a.m. unless a licensed adult 21 or older is along or the trip is for work, a school sanctioned activity, a religious activity, or an emergency.
Passenger limits ease in stages on a Level 2 license: no non-family passengers under 20 for the first six months, then just one for months seven through twelve.
A second moving violation conviction on a Level 2 license revokes the driving privilege until the driver turns 18, and the driver then has to retest as a first time applicant.
State law allows applicants 18 and older no more than two attempts at the written test within a 90 day period, and anyone who fails cannot be tested again within one week.
