What the process looks like
- West Virginia's Level 1 instruction permit is available from age 15 up to just under 18, and it must be held for 180 consecutive conviction free days, with a 50 hour supervised driving log including 10 hours at night, before moving to Level 2.
- A Level 2 intermediate license carries a curfew of 10 p.m. to 5 a.m. unless a licensed adult 21 or older is along or the trip is for work, a school sanctioned activity, a religious activity, or an emergency.
- Passenger limits ease in stages on a Level 2 license: no non-family passengers under 20 for the first six months, then just one for months seven through twelve.
- A second moving violation conviction on a Level 2 license revokes the driving privilege until the driver turns 18, and the driver then has to retest as a first time applicant.
State law allows applicants 18 and older no more than two attempts at the written test within a 90 day period, and anyone who fails cannot be tested again within one week.

How many questions are on the West Virginia DMV knowledge test?
The West Virginia Driver's Licensing Handbook states the knowledge examination has at least 25 questions, drawn from the traffic rules, regulations, signs, and markings covered in the handbook. Checked on 27 August 2026.
What score do you need to pass in West Virginia?
You must answer 19 of the 25 questions correctly, which is 76%. The handbook also warns that the test is timed and any question left unanswered counts as incorrect.
What happens if you fail the West Virginia knowledge test?
State law allows applicants 18 or older no more than two attempts at the written test within a 90 day period, and you cannot be tested again within one week of a failed attempt.
