What the process looks like
- Maine's three step graduated system is written for new drivers under 18, but the BMV's restrictions reach further: the law also carries requirements for drivers under 21.
- A permit holder must be accompanied by a supervising driver who is at least 20 years old and has held a license for at least two years, and applicants aged 18 to 21 must hold the permit for six months and log 70 hours of driving with 10 of those hours after dark.
- A driver licensed under 18 gets an Intermediate License, which bars carrying passengers other than immediate family unless an approved licensed operator is along, bars driving between midnight and 5 a.m., and bars using a mobile phone at the wheel.
- The Intermediate License must be held for 270 days from the date it was originally issued before the BMV will grant an unrestricted license, and a first license issued between 16 and 20 is a juvenile provisional license that runs for two years.

How many questions are on the Maine BMV written exam?
30. Maine's official drivers license exam page states that the knowledge test consists of 30 questions and that you must answer a minimum of 24 correctly to pass. Verified against Maine Bureau of Motor Vehicles on 27 August 2026.
What score do I need to pass the Maine permit test?
You need a minimum of 24 correct answers out of 30, which works out to 80 percent, the same bar the BMV states directly on its exam page.
Does Maine's graduated license program only apply to teenagers?
No. The graduated system is written for new drivers under 18, but Maine law adds requirements for drivers under 21, so an 18, 19, or 20 year old getting a first license still holds the permit six months and logs 70 hours of driving.
