How old do you have to be to get a learner permit?
The answer spans two full years depending on the state, and on its own it tells you almost nothing about when you actually drive alone. The number that decides that is this age plus the holding period in the next column.

Permit age and holding period, state by state
Read the two columns together. A permit at fifteen with a twelve month hold puts the road test at sixteen. A permit at sixteen with a six month hold puts it at sixteen and a half. The earlier age is not always the earlier licence.

The states that hand a permit to a fourteen year old
9 jurisdictions issue a learner permit before the fifteenth birthday. That is the part of this table people find hardest to believe, and it is worth understanding why it exists rather than treating it as a curiosity.

The pattern behind the list is geography rather than any view about maturity. Permit ages were set state by state, long before graduated licensing existed, and the states that licence early are overwhelmingly the ones with long rural distances and farm work, where a driver in the household is how anybody reaches a town twenty miles away. Dense states with public transport had no such pressure and settled later.
Notice also how many of the early ages carry a condition. Several are only available to an applicant already enrolled in an approved driver education course, which turns the low age into a route through instruction rather than a shortcut around it. Those conditions are in the detail line under each figure in the table, in the agency's own words.
The federal government has never set a driving age. What it did instead, through highway funding, was push states toward graduated licensing, which is why nearly every state now has a permit stage, an intermediate stage and a full licence rather than one test on one birthday.
The permit age is the start of the clock, not the finish
Getting a permit early does not mean driving alone early. The holding period runs from the day the permit is issued, and no amount of confidence shortens it. On top of that sits the supervised practice requirement, which for most states is fifty hours and takes months of real evenings to accumulate honestly.
So the useful sum is not the age in the first column. It is the age plus the holding period, plus however long the practice log takes, plus the wait for a road test appointment. A state that issues at fourteen with a long hold can put a learner behind the wheel alone later than a state that issues at sixteen with a short one.

What is the youngest age you can get a learner permit in the US?
Fourteen, in several states. Those permits are heavily restricted and in some of them the applicant has to be enrolled in a driver education course first. The common minimum across the country is fifteen or fifteen and a half, and a number of states do not issue a permit until sixteen.
Does an early permit age mean driving alone earlier?
No, and this is the most common misreading of an age table. Every graduated system pairs the permit age with a holding period before the road test, and usually with a supervised practice requirement as well. A state that issues permits at fourteen may still not licence anyone to drive unsupervised until sixteen or later.
How long do you have to hold a learner permit before the road test?
