What the process looks like
- At 15 years and six months an applicant can start the temporary permit process by passing the knowledge test and the vision screening, which earns a Temporary Instruction Permit Identification Card, or TIPIC.
- The knowledge test can be taken online through BMV Online Services, at select deputy registrar locations, or at any driver exam station. If you test online, the vision screening is done at the deputy registrar agency when you buy the permit.
- Before a probationary driver license, a teen must hold the TIPIC at least six months, finish a driver education class with 24 hours of classroom or online instruction and 8 hours of driving, and log 50 hours of driving with at least 10 at night.
- Under age 16 a TIPIC holder needs a parent, guardian, or licensed driving instructor in the passenger seat. From 16, any valid licensed driver over 21 can supervise, except between midnight and 6 a.m., when it must be a parent, guardian, custodian, or a licensed driver 21 or older named on a notarized BMV 2438.
Applicants who fail must wait at least 24 hours before retesting. There is no limit on how many times the test can be taken in person, but online knowledge testing is limited to two attempts in a six month period.

Ohio BMV states the knowledge test is 40 multiple choice questions covering motor vehicle regulations and traffic signs, and that you must answer 75 percent of them correctly, which works out to 30 of 40. Verified against Ohio BMV on 27 August 2026.
