What the process looks like
- Vermont lets applicants start the learner permit process at 15, but anyone under 18 needs a parent or guardian's signature and a clean driving record for the previous two years.
- The learner permit must be held for at least one year before a junior driver's license can be issued, and the applicant also needs six months with no permit recalls, suspensions, or revocations.
- Vermont allows a wide range of supervisors in the front seat: a licensed and unimpaired parent or guardian, a licensed or certified driver education instructor, or any other licensed and unimpaired adult who is at least 25 years old.
- Before a junior license, 16 and 17 year olds must finish a state approved driver education course of 30 hours classroom, 6 hours behind the wheel, and 6 hours observation, plus 40 hours of practice driving with at least 10 of those hours at night.
If you fail, you must wait at least one day before taking another test. You may test as many times as you need, and the test fee applies each time.

How many questions are on the Vermont DMV knowledge test?
The Vermont Driver's Manual states the knowledge test is online and has 20 questions, each with four answers of which only one is correct. Checked against the manual on 27 August 2026.
What's the passing score on Vermont's permit test?
You must answer at least 16 of the 20 questions correctly, which is 80%. That figure is published in the Vermont Driver's Manual.
