How states handle it
- FL: Drive at a speed reasonable for current conditions, even when that means driving below the posted limit. Source: Fla. Stat. 316.183, verified 2026-09-26.

The mistake people make
The number is a ceiling, not a target. Every state also has a basic speed law requiring you to drive slower when rain, fog, traffic or darkness make the posted limit unsafe, and that is the answer tests are usually fishing for.
