West Virginia's rider training waiver is narrower than most states use: finishing the Motorcycle Safety Program course only excuses the on-cycle skills test, so every applicant still has to pass the written knowledge test at a DMV office, and choosing a three-wheel skills test locks the resulting endorsement to three-wheel machines only.
