The rule
Traffic entering a freeway yields to traffic already on it, and uses the acceleration lane to reach traffic speed before merging.
The reasoning
The acceleration lane exists so you can arrive at the same speed as the traffic you are joining. Merging slowly forces everyone behind to brake, which is how ramp collisions start.
The usual mistake
Stopping at the end of the ramp. Unless traffic is genuinely at a standstill, stopping there leaves you trying to join fast traffic from zero, which is far more dangerous than merging.
