The rule
When two vehicles reach a four way stop at the same time, the driver on the right goes first.
The reasoning
The tie break exists because the rule about arriving first cannot settle a genuine dead heat. Florida writes it into Fla. Stat. 316.123(2)(b), so both drivers reach the same answer without negotiating through the windshield.
The usual mistake
People assume going straight beats turning. It does not settle a simultaneous arrival at a four way stop. The right hand rule comes first, and only then does the turning driver yield to oncoming traffic.
