Hawaii written test: 24 of 30, priced by county

Hawaii splits the authority for its exam, and the two halves are published in different places. The pass mark is state law: Hawaii Administrative Rules section 19-122-10(f) provides that an applicant has passed a knowledge test once at least eighty per cent of the questions have been answered correctly, and subsection (a) of the same section covers original Class 3 car applicants while setting only a floor of not less than twenty five general questions. The question count comes instead from the City and County of Honolulu, which issues most of the state's permits and states 30 questions on two separate official pages, giving 24 correct as the bar with a 60 minute limit. A state Department of Transportation page describing the same online test still calls it 25 questions, so that discrepancy sits unresolved between the state and the county that actually administers the exam.

The written test runs online through the KnowTo Drive platform for the Class 3 car permit, and the price depends entirely on which county you register under: $12 in Honolulu, $11 in Hawaii County, $20 in Kauai County and $25 in Maui County, each made up of the county test fee plus a flat $10 online transaction charge. In person in Honolulu the same test is $2.00, and an oral version is $10.00. Nothing is refunded for a failed attempt. Fail on knowledge and you wait seven days before retesting, each attempt costs the full fee again, and you may not sit it more than twice in one day.
