Why the range is so wide

Permit ages were set state by state, and the reasoning behind them has more to do with geography and history than with any national view of when a teenager is ready. States with long rural distances and farm work tended to license early, because a driver in a farming county is often the only way a household gets to a town twenty miles away. Dense states with public transport had no such pressure and settled later.

The federal government has never set a driving age. What it did instead, through highway funding, was push states toward graduated licensing, which is why almost every state now has a permit stage, an intermediate stage and a full licence rather than a single test at a single age.

The age is the start of the clock, not the finish

Getting a permit early does not mean driving alone early. Every graduated system pairs the permit age with a holding period and a supervised practice requirement, and both have to be satisfied before the road test. A state that hands out permits at fourteen may still not licence anyone to drive unsupervised until sixteen or later.

That is the trap in comparing states on age alone. The number that actually decides when you drive by yourself is the permit age plus the holding period, plus however long it takes to log the required practice hours and get a road test appointment.

Adults are a different case

Most of the age rules on this page exist to regulate teenagers. An adult applicant is usually exempt from the holding period and the supervised hours entirely, and in many states can take the knowledge test and the road test in short order.
